How Ontario Long-Term Care Homes Can Cut Mandatory Overtime

Reducing avoidable overtime starts with understanding why shifts remain uncovered and how the home responds. A scheduling change may help, but it cannot guarantee that overtime will disappear or that an external worker will be available.

Establish the rules for your home

Do not use a general scheduling article to decide whether a nurse can be required to stay beyond a shift. Applicable employment rules, professional responsibilities, collective agreements and the home's circumstances need to be considered by the appropriate HR, clinical and legal leads. Ontario's employment standards guidance includes special rules and exemptions; a general hours limit is not a complete answer for every role.

Ontario guidance on hours of work

Find the recurring causes

Review recent open shifts and overtime records by unit, role, date and reason. Separate planned vacancies, short-notice absences, changes in care needs and administrative errors. Distinguish voluntary extra hours from required overtime in the records. A total overtime figure alone does not explain which intervention is appropriate.

Make internal options visible

Maintain an accurate view of staff availability and the qualifications needed for each assignment. Define who reviews an open shift, the permitted offer sequence and the deadline for escalation. Use the home's actual agreements and policies rather than assuming a single sequence applies everywhere.

Plan the external handoff

Where external coverage is appropriate, prepare the role, location, hours, requirements and terms before posting. Record who can approve the assignment and how the worker's acceptance and attendance will be confirmed. Keep the home's approved contingency process available if the shift remains unfilled.

Staffy connects healthcare organizations and professionals through a marketplace. The 20,000-professional network figure is not a count of workers available for a particular shift. Availability and time to fill depend on the role, location, timing and requirements.

Test scheduling software against real scenarios

Staffy Workforce Scheduling is presented as a beta offering. Ask which steps can currently be automated for your account and which require staff action. Test an unfilled shift, a cancelled acceptance, an unavailable verification source and a credential that needs review. Confirm the escalation owner and the record retained for each event.

Measure without assuming causation

Track required overtime hours, open shifts at start time, time to confirmed coverage and internal versus external coverage. Compare similar periods and record changes in demand and staffing. Faster assignment does not prove that overtime fell, and lower overtime does not by itself establish that care needs were met.
